中国国际儿童电影节是经国务院批准在中国举办的国际性活动，每两年举办一届，自1989年至今已举办七届。其宗旨是加强中外儿童少年电影交流，让中国儿童少年了解世界，为他们建立正确的人生观、价值观提供有益的信息；通过中外电影创作活动的交流，促进我国儿童少年电影的发展。中国国际儿童电影节的举办，进一步提高了中国儿童电影在国际上的地位，促进了国际交流，取得了良好的社会效益。
2004年5月26日至6月1日在浙江省横店举办的横店·第八届中国国际儿童电影节是由国家广电总局电影局主办,中国儿童少年电影学会、浙江省东阳市人民政府和横店集团等三家单位承办。本届国际儿童电影节将由国家广电总局和浙江省有关方面领导和影视工作者组成组委会。电影节将展映中外影片25部，其中15个国家的国际影片15部、国产影片10部，其中台湾影片1部。国际儿童电影节的主要内容有开幕式电影招待晚会、小观众评选自己喜爱的影片、国内外儿童电影主创人员交流座谈会、全国影视教育研讨会（由中国教育学会、中国教育报刊社、中国儿童少年电影学会主办，拟邀请全国120位影视、教育工作者参加会议）以及闭幕式大型文艺晚会。会议期间还将邀请来宾参观考察横店产业实验区等各项活动。本届电影节除邀请每部影片主创人员1至2人外，还将邀请国际知名的儿童电影专家及友好人士。
第十二届中国电影童牛奖颁奖仪式将于6月1日与本次中国国际儿童电影节的闭幕式同时举行。中国电影童牛奖是由国家广播电影电视总局、教育部、文化部、全国妇联和共青团中央，为奖励优秀儿童少年电影片、表彰取得优异成绩的儿童少年电影工作者而专门设立的。
横店·第八届中国国际儿童电影节的举办，将促进浙江公益事业和影视产业的发展，推动横店影视产业实验区的开发和建设，让浙江为振兴中国电影作出积极贡献。
International Children's Film Festival of China was officially
approved by the State Council of China. It is held in China
once every other year. As of today, it has been held seven times
since 1989. The mission of the festival is to provide an international
information exchange platform on children's films. It also provides
a great opportunity for Chinese children to know more about
the world. Excellent Children's films have very positive influences
on children and can help them build the right view of life.
Through information exchange and communications among Chinese
and foreign children's film experts, the goal is to accelerate
the development of the Chinese children's film industry. International
Children's Film Festival of China has proven to further enhance
the prestige of Chinese children's films in the world, to promote
international information exchange and communications, and to
achieve very positive social effects.
Hengdian·8th International Children's Film Festival
of China will be held in Hengdian, Zhejiang, from May
26th to June 1st, 2004. It is sponsored by SARFT (The State
Administration of Radio, Film and Television) and hosted by
China Children's Film Society, Dongyang People's Government
of Zhejiang, and Hengdian Group. The committee of the festival
is consisted of several members from the SARFT and many experts
from the entertainment industry in Zhejiang Province. A total
number of 25 films, both domestic and foreign, will be shown
during the festival. Among them, there are 15 foreign films
from 15 different countries,10 domestic films including 1 film
from Taiwan.
Hengdian·8th International Children's Film Festival
of China will include the following activities:
An opening ceremony
Children audience selecting their favorite movies
A seminar on national film and television education (It is hosted
by China Education Society, China Education Press Agency, China
Children's Film Society. Approximately 120 experts from the
field of film and television education will be invited.)
A closing ceremony
During the festival, a couple of primary members from the original
production team of each of the 25 films will be invited. Also,
many world-famous children's film experts and other honorable
guests will be invited. All guests, participants, and visitors
will have opportunities to see the Hengdian Chinese Film Industry
Park and other well-known sites in Hengdian.
The 12th Golden Calf Awards ceremony will be held on June 1st
along with the closing ceremony of the children's film festival.
The Golden Calf Awards were initiated jointly by SARFT, the
Ministry of Education, the Ministry of Culture, the National
Women's Union, and the Central Committee of Communist Youth
League. The objective of the awards is to recognize excellent
children's films and individuals who have had outstanding accomplishment
in the children's film industry.
Having the festival being held in Hengdian will certainly promote
welfare affairs, and will be a great opportunity to further
the development of Hengdian Chinese Film Industrial Park. Furthermore,
it will have a very positive impact on the film industry in
Zhejiang, and even the film industry in China.
